Should U.S. presidential pardons require approval from an independent review panel?

The pardon power has been abused and exploited both parties for decades. It will require a Constitutional Amendment to curtail that power but it is none-the-less worth pursuing.

Replacing it with a 'popular pardon' might be nice.

Yeah ... not sure how that would work in a nation of 350 million.

Similarly to elections, or things like Change.org., or that petition-thing the early Obama Administration put out before The People had the gall to use it to demand something the Deep State didn't like (i.e. exonerating Assange/Manning/Snowden, I forget which).

if you picked "only in certain cases" — walk us through which pardons get a panel and which don't, who's drawing that line matters as much as the vote itself.
