I would shift the question. Whatever we budget we then must tax. ie if Congress votes a budget 10% higher than the previous year it inherently raises taxes across the board to make up that 10%.

There are times when deficits makes sense (e.g., recessions, national emergencies). Not every year, though. That's just passing our spending excesses onto future generations. Would you pass your credit card debt to your kids?

If you're voting yes, does that rule bend during a war or a recession, or is a balanced budget balanced no matter what's burning down around it?
