Should the U.S. lift sanctions on Russia's main state investment fund?

Russia's leadership is a continuing threat to world peace. Until that changes the United States and every other nation committed to a stable world should keep maximum pressure on Russia.

If you're picking "only as part of a Ukraine peace deal," what's the actual condition that satisfies you: troop withdrawal, elections, something else?
